    摘要:

    船舶压载水公约已经生效,世界多国都根据自身实际情况制定了单边保护主义政策。文章介绍了我国在压载水立法、处理技术、生物检测以及岸基接收方面的现状。研究结果表明:我国压载水立法较晚且多借鉴国际公约或国外法规;压载水处理技术已处于领先水平,技术方案涵盖电解、紫外等主流方向;压载水取样机构众多,且多具有IMO-D2检测资质;我国已具备岸基接收能力,但我国目前缺少实际港口安装和接收案例。我国压载水处理技术和检测技术较为领先,但在立法保护以及岸基接收方面仍需进一步完善。

    Abstract:

    The Ship Ballast Water Convention has come into force, and many countries around the world have adopted unilateral protectionist policies based on their actual conditions. This paper introduces the present situation of ballast water legislation, treatment technology, biological detection and shore-based reception in China. The results show that the legislation of ballast water in China is relatively late and mainly refers to international conventions or foreign laws and regulations. Ballast water treatment technology has been in the leading level, technical solutions cover electrolytic, UV and other mainstream directions; There are many ballast water sampling institutions, and most of them have IMO-D2 testing qualification. Our country has the shore-based receiving capacity, but there is a lack of actual port installation and receiving cases. China"s ballast water treatment technology and detection technology is relatively advanced, but the legislative protection and shore-based reception still need to be further improved.
